    The Project “Enhancing War Crime Case Processing in BiH” - IPA 2022

    The Project “Enhancing War Crime Case Processing in BiH” - IPA 2022, represents the continuation of support by the European Union (hereinafter: EU) for a systematic approach to war crime case processing in Bosnia and Herzegovina (hereinafter: BiH). 

    The specific objective of the Project is to improve the efficiency of war crime cases processing in the BiH judiciary by reducing the backlog of KTRZ cases in all prosecutor’s office in BiH by at least 85% during a 12 years period (2014-2025).

    In line with its vision and mission, its legal competencies and significant experience in the implementation of projects financed by the EU, the High Judicial and Prosecutorial Council of BiH (hereinafter: HJPC BiH) as one of the beneficiaries, has an important role in providing support to the judicial institutions (beneficiaries) for the achievement of project objectives and results. Accordingly, the role of the HJPC BiH includes monitoring and reporting on war crime case processing and the realisation of planned objectives; reporting to the Supervisory Body for Overseeing the Implementation of the Revised National War Crimes Strategy (hereinafter Supervisory Body) as well as to the Donor on the results achieved; providing technical and administrative support to the Supervisory Body; organising conferences and meetings for the purpose of strengthening the capacities of judges and prosecutors for war crime case processing; the coordination of project activities between the beneficiary institutions of the IPA 2022 project,  the Ministry of Finance and the Treasury BiH and the Donor. All project activities focus on cooperation with domestic judicial institutions (prosecutors' offices and courts), law enforcement agencies, ministries of justice and finance, non-governmental organisations and other relevant partners in order to implement judicial reforms in BiH.

    In addition to the above-mentioned objective, in this phase of the Project, the following results are expected:

    1. “Preconditions in place for conducting regular oversight of the implementation of the Revised National War Crimes Strategy.”
    2. “Support to the HJPC BiH in conducting oversight and for the enhancement of systemic and strategic issues in processing war crime cases has been secured.”
    3. “Human capacities necessary for enhancing war crime case processing efficiency in prosecutor’s offices and courts have been increased.”
    4. “Prosecutors’ and judges’ professional capacities for war crime cases processing have been enhanced.”
    5. “Professional capacities of defence attorneys have been enhanced.”

    The IPA 2022 Project demonstrates EU’s continued commitment towards enhancing war crime case processing efficiency, while expecting the continuation of positive results achieved during the IPA 2019 phase, together with the achievement of the objectives envisaged in the Revised National War Crimes Strategy.
