Pursuant to Article 10 of the Rulebook on the Initiation and Implementation of Internationally Funded Projects, number 08-02-3638/2013 dated September 24th 2013, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) announces the following

EU support to BiH's justice reforms (IPA 2019) Project

Status: Consultancy Contract
Length of contract: The expected duration of the position is until the end of November 2022, with possibility of an extension of additional six (6) months, dependent of financial approval of the IPA 2019 project

Terms of Reference:
- Responsible for implementing the decisions of the Steering Board upon consultation with the HJPC and the program manager;
- In cooperation with the strategic and operative management of the Project, ensures that the Project objectives and results are achieved by organizing project activities and managing input information of the project team and the time frame for the implementation of activities;
- In cooperation with the strategic and operative management of the Project, coordinates activities with the interested partners and submits the necessary reports;
- Coordinates the work of the project team and participates in the preparation of the project plan;
- Identifies the main activities of the Project and their estimated time of implementation throughout the Project duration;
- Plays a key role in reporting, communication, information exchange, public visibility and connecting with the other donor technical assistance initiatives;
- Performs other tasks as instructed by the strategic and operative management of the Project.
The Project Coordinator shall fulfil the following requirements:
- Law Degree (or equivalent legal studies);
- A minimum of 10 years of relevant experience in same or similar positions;
- Preferably 15 years of relevant experience in working on justice sector reform initiatives;
- At least three years of professional experience in working with the courts and/or prosecutor’s offices on aspects related to judicial efficiency, improving work processes, procedures and performance management;
- Preferable experience in designing and/or implementing measures to reduce the number of pending cases in the courts;
- Experience in leading teams on projects of similar complexity and duration in the area of judicial reform, acquired at least in one EU Member State, an EU candidate/potential EU candidate country or the partner countries of the European Neighbourhood Instrument (ENI);
- Knowledge of improving the work of courts and/or prosecutor’s offices, especially in the areas of judicial efficiency reform, improving work processes, procedures and performance management;
- Preferable knowledge of the regulatory and institutional framework of the justice sector in Bosnia and Herzegovina;
- Advanced oral and written English language skills;
- Preferable knowledge of official languages in Bosnia and Herzegovina;
- The incumbent may not be a citizen of BiH;
