    HJPC adopts the Strategy on the Security/Safety of the Judiciary in Bosnia and Herzegovina

    During its session held on 9 and 10 April 2025 in Sarajevo, the High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) unanimously adopted the Strategy on the Security/Safety of the Judiciary in Bosnia and Herzegovina with an action plan for its implementation. The Strategy covers the five-year period, 2025–2030.

    The development of these important strategic documents was initiated by the Working Group for the Security of Judicial Institutions and Judicial Office Holders acting withing the auspices of the HJPC BiH, in early 2024, calling for coordinated activities of all competent institutions with the aim of improving the security situation in the BiH judiciary. The Working Group is chaired by an HJPC member, and composed of representatives of judicial police from levels of Bosnia and Herzegovina, Federation of BiH, Republika Srpska and Brčko District, judges, prosecutors and representatives of Directorate for Coordination of Police Bodies and EU Delegation in BiH. The Strategy covers the personal security of judicial office holders and members of their families, the security of judicial institution facilities, the protection of all employees of judicial institutions and participants in court proceedings, with a special emphasis on protected witnesses, as well as all citizens who interact with the judicial system. Additionally, the focus is on the protection of information, protected data and critical infrastructure.

    With the aim of harmonizing the judicial system of BiH with European standards by strengthening the independence, accountability and efficiency of the judicial sector in BiH, the work on the strategy was supported by the EU4Justice project - Phase II. The support related to the involvement of domestic and international experts in the development of strategic documents, the organization of regional meetings with representatives of judicial institutions, ministries of justice and the Judicial Commission of the Brčko District of BiH, as well as meetings with representatives of police structures, including visits to judicial institutions.

    The development of this strategy was preceded by a comprehensive and in-depth analysis of all occurrences and trends threatening the security and safety of the judiciary in BiH, including an analysis of the causes and systemic shortcomings in this area, which the Working Group, with the support of the Council of Europe, presented in a document entitled "Platform for the Development of a Strategic Document for Improving the Security/Safety of the Judiciary in BiH".

    At a time of increased threats to the security and independence of the BiH judiciary, the adoption of the Strategy on the Security/Safety of the Judiciary in BiH with dozens of strategic measures and activities, is an important step towards establishing the rule of law on Bosnia and Herzegovina's path towards the European Union.
