(Sarajevo, 11 January 2021) – Improving the efficiency, quality, independence and transparency of the judiciary, resulting in a functional and efficient judicial system, will be the focus of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina in the coming period.
In cooperation with the Swedish National Court Administration (SNCA), the Swedish Enforcement Authority (Kronofogden), the BiH courts and sister courts from Sweden, and with the financial support of the Government of Sweden, in the next three years the HJPC BiH will, through the Improving Court Efficiency and Accountability of Judges and Prosecutors of BiH Project (ICEA), work intensively towards improving the efficiency of the judiciary, ensuring equal access to justice and equality of all citizens before the law.
Based on the results of the analyses conducted, the segments requiring a more proactive approach and reforms were identified so that the goals set could ultimately be realized. Therefore, the focus of the planned activities will be on increasing the efficiency of judicial institutions through a planned action and a more efficient organisation of work processes.
The goal is to improve internal organisation in the courts in BiH in order to achieve their greater efficiency and quality, including shorter duration of proceedings, reduction of backlog, and creating a more conducive work environment for judges.
At the same time, intensive efforts will be made to establish a system for monitoring the performance of existing capacities in the courts, analysing the appeal procedure in civil cases, improving the enforcement procedure in BiH judicial systems, improving gender equality in the BiH judiciary and the position of vulnerable groups in contact with the judiciary, as well as in establishing proactive communication with the media and the public in order to increase the transparency of the courts.
Changes in the work of the courts will also involve the introduction of new work methodologies, and the cooperation has already been established with a number of courts across BiH that will undertake this kind of reform.
With the support of the Government of Sweden, the HJPC BiH has already implemented the activities aimed at improving the work of judicial institutions, which are primarily reflected in the digitisation of the judiciary, adoption of a number of strategic documents, and establishing a system for standardising the methodologies for improving the quality of judicial institutions.
