(Sarajevo, 20 December 2018) –The High Judicial and Prosecutorial Council of Bosnia and Herzegovina (HJPC BiH) adopted the Guidelines for the Appointment of Heads of Court Departments (the Guidelines) at its session held today. The Guidelines are the product of work and activities within the Improving Judicial Efficiency II Project (Project), funded by the Government of Norway, and implemented by the HJPC BiH in cooperation with the Norwegian Courts Administration and the Netherlands Council for the Judiciary.
The Guidelines are a set of recommendations intended for court presidents in Bosnia and Herzegovina aimed at establishing a clear, objective and transparent process for appointing heads of court departments and at specifying requirements and skills needed for a head of a court department to be able to adequately handle the challenges and demands of the position.
The Guidelines resulted from the efforts invested by the HJPC BiH, Norwegian Courts Administration and the Netherlands Council for the Judiciary in improving court management. More specifically, a team of judges of the Appellate Court in Norway and the District Court of Amsterdam working together with their colleagues, judges from BiH, analysed the work of courts and concluded that a more efficient court management is needed, achievable by developing and strengthening a proactive role of heads of court departments.
The Guidelines specify the appointment procedure and the profile of heads of court departments to ensure the selection of the most successful candidate.
The Guidelines will improve management, operations and organisational culture in courts, help develop sense of ownership, improve communication and teamwork, as an essential segment of changing the court organisation which will ultimately lead to increased productivity of courts and better services for citizens.
